Can we use the Japanese mobile phone in the U.S.?

For example, if I bought a Japanese mobile phone I can use it in Latin America with a cell phone plan? Cingular or something?

phone number for "DoCoMo", "au" and "Softbank" can be used in the U.S. contract with the Japanese. However, it can be used for the U.S. cellular company due to "SIM lock" unfortunately.
