Ringtones for Phones

I had a Red Razr for about a year and I had insurance, so when it started to act up on me, I called and got a replacement phone. I just got the replacement phone yesterday. But, there is already problems with it. It will only charge when the phone is turned off. When I turn the phone on, it says it’s unable to charge. I have tried different chargers and different batteries. So, what do you think the problem is? If you have any suggestions or solutions, I would love to hear them. Thank you.
