Since a lot of cell phone providers charge outrageous amounts of money for all minutes that are used that are over the amount that people would rather pay for unlimited minutes and be safe and not worry about going over minutes than to pay up to 55 cents a minute for extra minutes they use. (55 cents is not what all providers charge, some charge more, some charge less)
