can’t you use it if you buy a cell phone from at&t ,and then use it some where else ,for example in middle east?
Phone companies (AT&T, SunCom, T-Mobile, etc) subsidize their phones. In other words, they pay the full price (if not more) for an unlocked phone to a retailer. They sell the phone to you for a reduced cost knowing that they’ll get it back through the price of your contract. As a result, they don’t want you leaving their network at any time or else they will lose money on your phone. Locking a phone to a carrier, like cancellation fees and activation, are just another method of keeping you on the same network.
